Unusual plant ID - can you help?

Bunny Guinness (Chelsea garden designer, writer, architect and Gardeners' Question Time adviser) has a biennial plant she cannot identify. I think it's gorgeous. She is a very experienced gardener, and writes for GW magazine, so I doubt it's something obvious. She'd appreciate some leads.

    It looks like a weird achillea/spirea mix.

    It reminds me of anise but it is usually annual. It attracts lots of small insects, does it smell aniseedy? :smile:

    Two thoughts are Chaerophyllum temulum or Cicuta maculata. I can't see any leaf so it makes it trickier.
