Hollyhock rust?

Is this rust or some sort of eggs? ...It's only on the one leaf so far... 😬

    It’s rust, unfortunately they all tend to get that.  I sowed some seeds once that said rust resistant, they weren’t.
    Gardening on the wild, windy west side of Dartmoor.
