At least you have some flowers even if not as expected. Like you I am disappointed. I will be careful with free seeds in future. I have now taken my plants out of the boarder and replaced with some more perennials.
The soil quality is also a factor. A lot of cosmos prefer a poorer soil. In 'good' conditions, they often grow beautifully, and with very lush growth, but that can be at the expense of flowers.
It's a place where beautiful isn't enough of a word....

My Cosmos, grown from seed and planted out in late May. Currently standing at 135cm. No special soil conditions and not fed, just watered when needed.
