    Good luck with that single photo! With thousands of cultivars ans hybrids it will be a tough job but at least include a proper frontal shot and one of the trunk as quite a few have brightly coloured stems which narrows down varieties.

    It is Acer palmatum.
    May be a named cultivar ....but agree with amancalledgeorge impossible to take it any further
