If the roots are also under the decking then all you can really do is allow the ivy to grow through the decking, so that a lot of leaves are visible, then spray them with SBK brushwood killer. However, ivy leaves are shiny and most of the weedkiller will run off, so you need to physically scuff the leave surfaces first (eg by walking on them for a few minutes.) You'll then need to wait several weeks for the poison to be taken down into the roots before pulling-up the dead stems (if you don't wait until it is dead before pulling, it will come back), so it will look very messy for quite a long time. The alternative would be to take-up enough decking to be able to dig-out the roots.
A trowel in the hand is worth a thousand lost under a bush.
