Sweet peas only flowering at top

My sweet peas have flowered very late and mainly just at the top. Anything I can do to help? I planted them from seed about as late as you could in the year

I planted equal numbers, equally spaced, of blue, pink and cream but the photo shows them being wilful (and the cream being very bashful).
The same raised bed three summers ago. I did nothing different then so I can only attribute this year’s showing to the perverse weather we had through Spring. This season’s plants also got off to a very poor start as they had to contend with scaffolding planks and mortar dust while the wall was being built.
We can't plant out early here in any year. Even sturdy plants sit and do very little until late May/early June. It's difficult for them to flower from low down for that reason, because they don't leap into growth readily.
When you say you 'planted as late as you could in the year' @BlueRaincoat, what do you mean? Did you sow seed direct, or sow into pots and then plant out?
They'll have been growing, but producing foliage rather than flower buds, due to the patchy weather. On the plus side, if you keep them well fed and watered, they should continue to flower until a bit later than they might normally do. Ours are still flowering well into October until the rougher weather batters them
If you're used to having them out and flowering from June, it's probably a bit of a shock.
