Nordmann fir help

Our tree was planted at the beginning of last and after a tough winter I was hoping that he would start budding this summer like he did last year but he is only budding slightly on the top.

I've been dousing him with water nearly every day while also mixing in nettle leaves and spiraling into his water in the hopes it would help him along. However there are a few twigs which have no needles, would I be better snipping these off?

    Masses of competition from other trees/ivy etc there.
    It would need bucket loads of water every couple of days in a site  like that, if it's going to thrive.
    They don't grow very quickly anyway - not for the first five to ten years anyway, even if they have optimum conditions.
    It's a place where beautiful isn't enough of a word....

    Thank you for responding, we are going to move him in the Autumn but until then, should I be trimming some of the upper branches where there are no needles? Hopefully you can see where I mean in the first photo.
