Maggots in lawn

Can anyone help me identify what these small grubs are that are appearing out of the edge of our lawn please? 
They are appearing from the bottom edge of our lawn and if the edge of the lawn is lifted there are hundreds underneath.
I’m almost certain they are not leather jackets as they have no legs and are white/cream in colour. They are approximately 2-3mm in length.
