Can I turf on top of Mares Tail infested ground?

Hi, 
I have an area in my garden that I let go wild this summer while I decided what to do with it but sadly it has Mares Tail in it. 
I have read a lot about how difficult mares tail is and I am slowly coming to terms with the fact I will have it forever. 
Can I prepare the ground by digging as much out as possible then laying turf on top in the hope of mowing to keep it under control?

    I think mowing should keep it under control. It has always been present in my parents' back garden in places but is never obvious in the area kept mowed as a lawn. Improving the drainage should also help limit it and when I put some drains in their back garden it became much more easy to control. Being cut down regularly by the mower and competition form the grass should limit any left from digging most of it out in my opinion.

    Mowing will help but the turf won't stop them for a minute.
