Captain Sir Tom Rose

I have a problem with this rose which I planted in a medium sized terracotta pot. It was rather a small plant so I also planted some alpines in the pot and put some horticultural girt on top of the compost. The rose flowered but new buds have died off without reaching maturity, the alpines have flourished and covered the whole of the surface of the pot. I am concerned that there is too much competition and unless I remove the alpines and freshen up the compost the rose will not flourish. I have kept the pot well watered and have fed the rose regularly. I wondered if this short term measure will do the trick or do I need to bite the bullet and repot the rose entirely with fresh compost, if so when should I do this.

    What sort of compost did you use?  

    If sempervivums are happy it sounds too dry for a rose.  They need different conditions. 

    Also the sempervivums will be forming a mat over the surface which will keep any rain off the compost.

    Thanks for that comment they are not supervivums perhaps alpines is an incorrect description. The plants are Arabis Little treasure and Dianthus deltoides brilliant. I am not sure about the compost I think it was Jun Innes No3 and a general purpose  compost in equal proportions and I only covered the top surface of the compost with grit I did not mix any grit into the compost in which the rose was planted.
