Unruly roof terrace Planters.

Looking for some advice in regards to these planters. The idea is to remove the weeds in order to plant herbs and possibly some other diverse shrubbery / flowers etc.

However my question is what's the best way to get a blank canvas. Ie remove the weeds and them not come back. The obvious idea would be weed killer then cut and remove. 

Not sure if that is doing half the job. Ie. well end up weeding for the next 6 months.

Would if be nessary to excavate put some kind of weed barrier down etc? Any help ideas inspiration would be appreciated?!

    No need for weedkiller … that would be a total waste of money and time. Those can just be pulled up. 

    Are you leaving the buddliea? If you’re planning on planting shrubs I would leave it.  It looks like a good variety so not a wind blown seedling. 

    You want a way to stop the weeds coming back … there is no way other than regularly weeding weed seedlings out when they’re small.  There will be seeds in the soil that will germinate over the next few years. You’ll have to pull them out … if you replaced all the compost to remove the seeds, more would blow in on the breeze … that’s just what happens … pulling them out as they germinate is part of gardening. 
    Not doing it results in what you have there. There is no short cut. Even if you lay weed control fabric and a mulch that will only stop weeds coming up from below … it won’t prevent weed seeds arriving on the breeze and taking root in the mulch.
