Cherry Blossom dying!!

Help please!! My small cherry blossom tree [30 years +old] has always been healthy - but this year didn't flower well - and now I see all its leaves are covered underneath by a kind of black dust or specs. This is causing all the leaves to shrivel up & look ready to drop off. Any advice??
