Identify plant and disease

Hi, these plants in the photo are growing all over my boarders and evenin the gravel. I assume they are weeds. I pul them out but they keep growing strong. Now I found that they are covered with these reddish and white bits which look like a horrible disease. Some are completely covered. Any ideas what all this is please? Is it bad for my other plants? Thank you
