Lavender in September

Is September too late to plant Lavender plugs in Greater London?

    My lavender grown from seeds this year are still just about 5cm tall so I'm leaving them in pots to grow bigger to be safe. But wondering the same: When and how big can I transplant the seedlings to the ground?

    To both of the above posters......I would keep them protected through this coming winter and plant them out next Spring.   We may get another very cold spell as we did this year.   I wouldn't take the chance..    keep potting them on so they make nice big plants. 
    I’m about to sow seeds ready for next year.
