Fennel is not growing well

My fennel plants are not bulking, but already in seed. What should I have done differently? Thanks

    That tray looks very shallow for whichever type you're growing.
    In London. Keen but lazy.

    Bulb fennel is day-length sensitive, so if you sow some more seeds now, they will be less likely to 'bolt' like that.  If you sow them before midsummers day, they are far more likely to go to seed rather than build-up the bulbs.  I've just sown some today, as it happens. :)
