Indoor olive tree

my lovely indoor olive tree has been attacked in recent years by vine weevil and now black scale. I’m am tackling both of these and the tree is on the mend and has lots of nice new green leaves. However, overall the tree is looking a bit sorry for itself and with hindsight I would have cut it back a bit. When would be a good time for me to cut the tree back. In the winter? Also how ruthless should I be in cutting back
so it can start afresh in the spring. I am pretty new to all this and any advice would be gratefully received. Many thanks, L
