Rose sucker?

Hi
i know this gets asked many times, and I have an instinct I need to cut it off but want to make sure from the wise gardeners on this forum. 
This is a standard rose and this extra stem has suddenly sprung up in the last 2 days. 
Shall I get rid and bin??
( the rose is under planted with petunias but I don’t like so going to remove today!)

    If it's a standard rose that shoot must go.  Gently scrape the compost away from the base of it and pull the shoot 'downwards' away from the root ... this way the growing point it's coming from should be removed too.

    Thanks. Just before I do, if it is a stem and not a sucker, do you advise to use it as a cutting?

    Can you see if the new shoot is above or below the graft? Why don't you try doing a cutting and see what happens? If it's a standard rose the stem must come off anyway.

    Thanks for reply. 
    I just scraped the compost about 2 inches deep, and pulled the stem down. It just came away without any force. Can’t say if was above or below the graft. Sorry. 
    Put it in some compost. Will see what happens.

    The graft on standards is at the top, so it must be a sucker.
