Intriguing New Zealand tool

Hi while browsing I came across this tool. Any New Zealander who can tell me what it is for?

    That is a thing of purpose. I guess it is for grubbing out weeds between gaps in paving slabs.

    I use a horse hoof pick for the jobs described on that tool’s website - nearly identical, and costs about £2 (though mine was free on a copy of Horse & Pony magazine c. 1995!). Brilliant tool for all sorts of jobs, especially weeding in slabs or gravel.
