Ornamental Cherry Tree Help

Hello
We are really hoping someone might be able to help us identify a problem with our ornamental cherry tree.....
Basically we started to notice a white substance growing on the bark of the tree and some of the leaves have started to turn brown (with some white spots) and are now falling from the tree.
Does anybody know what might be causing this and how we can treat it ?
It is a memorial tree and has a great sentimental value to us so any help or suggestions would be really appreciated. We have attached some pictures below.
