Hanging basket issues

I have tried unsuccessfully to grow Petunia plants in my hanging basket for past 2 years. Both times my plants grow nicely but do not hang over. I assume I have added enough plants for the size of my basket. I am using cone shaped baskets.  
Any advice as to what I might be doing wrong and how to correct for next year.

    Have you definitely bought trailing petunias as opposed to bedding ones?

    I think I bought bedding plants which would explain why the are not dropping. I didn't realise there was 2 different types.
