what is this grass? Can I do something about?

Last year we got our garden done, new turf was laid on a mixture of topsoil and some compost. I have been cutting the grass every week, watering when it is dry. I also used 4 in 1 back in spring, but the lawn doesn't look great.
There are many long blades of grass, a bit thicker and taller than normal grass with the heads loaded with seeds sticking over the rest. This type of grass seems to be a different colour than the rest and the lawn doesn't look neat. It has been like that for the last month and it seems to get worse.
I would like to know what this grass is and how to control it. Any advice would be appreciated.
