Genetic variant with Tomatillo Plant

I have two tomatillo plants in my greenhouse, both of which are growing well with loads of fruits developing. One of the plants the thin paperlike covering are growing above the fruit and not covering it. The other plant is normal (at least it is the same as I have seen in photos). I enclose a couple of photos for interest, one of the faulty one and the other of the normal one. Most of the fruits on the faulty plant are the same but there are odd ones that are "normal"
