Hi

Up until a week or so ago this clematis was perfectly healthy…I have another a few meters away which appears fine…is this clematis wilt?

If so what’s the best corse of action? Cut it right down and hope for the best?

Sometimes it's just damage low down  [often from slugs and snails as they gnaw stems] which causes a stem to droop and die off,  but you can take a look at this link and see if it tallies with what you have. Wilt isn't as common as many people believe, and many types don't succumb to it at all - it's mainly the larger flowering Group 2 and 3s.

The only method of 'fixing' it is to remove all the damaged stems. Plants generally recover though.  :)
They're sometimes more susceptible if they get dried out - clematis of that type need a lot of water. It's also generally thought that there isn't a particular reason for it though.
It's a place where beautiful isn't enough of a word....

I live in west central Scotland - not where that photo is...
