Fan training a cherry tree

I got this cherry as a bare root maiden whip and planted it in April. It was quite tall already. I wanted to start training the bottom two branches a few weeks ago but there was very little growth at that point. Now there are quite a lot of leaves and branches are starting to extend but the strongest lateral branches are higher than I'd like. Any advice on what to do from here to get the best result would be very much appreciated!
