Unhealthy hedge

Our hedge is growing new leaves but many of them are turning yellow and shedding when still tiny - any ideas?

I suspect it's not unhealthy but just rather stressed. Last year and this year have been hard for many shrubs weatherwise and there have been long spells of dry weather when they needed rain.
Give it a good watering that really soaks in and keep repeating if dry weather persists and you should see an improvement.

I would agree. There isn't really anything wrong there. They [privet] need plenty of water, so if you've been short of rain, it'll just be shedding some foliage to save what it already has. Watering as described above will help get it back on it's feet  :)
We can't see the overall shape of your hedge from those pix, but if it's been pruned or trimmed recently, or if those parts have been in shade from the bulk of the hedge, it'll need a bit of extra help to get that new foliage thriving. The base of hedges can often be a bit sparse if trimming is done leaving the base narrower than the top.  :)

It's a place where beautiful isn't enough of a word....

I live in west central Scotland - not where that photo is...
