Bay tree sucker

I'm familiar with the one that leaves fluffy things inside the curls and know how to deal with them.
My problem is with the one in a container.
I gave it a repot and a brutal prune and it's budding up really well but many of the new  leaves are curled and reddish. I've unlocked some of the curls, but can't find an insect or grub inside.
Is the pest too small for me to see or has it been and gone? I've been picking off the affected leaves but there doesn't seem to be much point if the bug has already bggggred off.

    I've noticed tiny little orange jumping things with peachy coloured wings. Is that the culprit??and I think they bit me!!!
