raspberries. Can I still save them

Hello folks. I am new to growing. I had 3 bushes of raspberries growing quite well last year and I've planted a few bare-root canes this January. Only a third of raspberries are actually growing leaves and producing berries. The rest are just sticks, including two plants that were flourishing last summer. I scratched the wood and it does look green. Did it happen as a result of cold spring and they will be back again next year? Replant or dig them out? What would be the best to do in this case?

    I had a similar experience.
    Some of the (summer fruiting) raspberries I planted as bare root didn't start to grow above ground for 16 months!
    But when they did start growing the really went for it.
    If there's green under the bark, then they're still alive and probably growing a strong root system.
    Hopefully you'll get some growth above ground next year.
