Golden Celebration Rose

We were given this rose 3 years ago and I planted it in a large pot hoping it would be ok for at least a few years, but it has never really done much good, plus this year the pot seems to be full of ants and keeps getting black spot.  I am wondering whether I could plant it in the ground (south facing) but should I wait until the Autumn to do this?  Any advice please.

Hi - I am a rose inexpert, rather than expert, but from my own mistakes and from reading experts on here, here are some ideas:
    1. Ants implies it is dry - are you watering generously, regardless of rain?
    2. Is it potted in a loam-based medium (eg John Innes no 3) rather than multi-purpose compost? Latter doesn't really support long-term potting and water retention.
    3. Do you feed it? It looks a bit yellow, maybe a liquid feed would be good?

If you do want to plant it out, then I think you could do it now, but it would need lots of watering. Probably safer to leave until dormant?

I am sure one of the experts will have some better advice!
