what's afflicting this poorly tree?

I thought it was a Beech,but have been told that it isn't,so i'm not sure now.Please can someone confirm the species and more importantly tell me what's wrong with it.I've attached some images showing the raised bumps on the leaves at different stages,and the underside.Ultimately they die and drop.I'm currently raking up tons of leaves every few days,hope someone can help!

The leaves look like they have oedema which has then got a fungal infection, but I've not seen that problem on a big shrub before.
So it may be something completely different..

I suspect it could be leaf gall mites:

It might be a holm oak tree. A photo of the bark on the main trunk would help identify it.
