Before rain or after??

At last, a day of sun in an otherwise atrocious month of weather. I want to add liquid seaweed fertiliser to garden but should I do it before rain or after? Will it just get washed away? How long for plants to take it up?

    It's better to feed when the soil is moist, so after some rain, or any time the soil is moist.
    The roots will absorb the feed over the course of a few days depending on the weather conditions
