Concrete pond where water leaks IN not out....

We've moved into a new house with an existing stone and concrete pond adjacent to a fast flowing stream that has historically been used to feed the pond, with an water pipe in and a higher outlet for overflow (apparently especially in winter)?!

We are aware that this situation can no longer continue and have sealed the water inlet with specialist products but there is obviously a leak into the pond somewhere else as it constantly refills overnight......

We're concerned that the water table is going to give constant trouble and rising water and though we want to turn the area into a bog garden or similar, any help or ideas would be really welcome..... please???
