Are these rudbeckia ready to plant?

Hi These seedlings are generally doing fine but I don't know whether they are quite ready to go in the ground. Any thoughts please? Don't want them to just get eaten! I had Cherokee Sunset last year - they were absolutely beautiful. Quite tall too. But they didn’t come back this year. They were bought ca. one foot tall from a GC. and they were in full bloom mid July.
