How can I bring this dry ground (under a tree) back to life?

Hi all We moved into a house a couple of months back that had been left empty for a long period. Well, I just learned something...I thought manure stunk of Horse Shilight. We have loads of garden centres within 5 miles. should I add some top soil too?
