'Bug' problem killing the leaves on 'unknown' shrub/tree

Evening,
We have a shrub/tree that we haven't identified in our garden and for the last two years all has be OK with it.
However this evening we noticed some of the leaves seemed to be dying and had a white deposit on them. On closer inspection this seemed to be affecting a lot of the leaves and there were small brown 'bugs' along most of the branches as shown in the photos.
Can anyway shed some light on what is 'attaching' this shrub/tree? And is there anything we can do? On closer inspection it's not looking good!


As said in the title we don't actually know what this plant is. The below picture shows the 'fruit/seeds' that grow which during the summer turn a deep red.
