‘Eggs’ and ants on weeping cherry tree

Hello

we have a weeping cherry tree (first year) and after seeing a few holes in leaves, a close look has shown these small egg type things across it, and ants active around them

im not sure if they’re related to the leaf holes  

Initially I thought that might be any eggs (no idea if they lay them in trees), though looking online that could possibly be black aphids which the ants are attracted to

any thoughts on what these are and how / whether to treat? There is already a fruit tree band on the bottom, though adding a further one may isolate the ants. (There is no other contact of the tree to the ground btw)

    You're probably seeing black aphids, and their sloughed off skins, and the ants that 'milk' them for their honeydew. If possible, blast off the aphids with a hose every couple of days. Insecticides may kill off beneficial insects that will help control the aphids.

    Can’t see very clearly but the white things look like scale, you might like to google that for clarification.  If that’s so you can paint the with methylated spirit. 
    Ants wouldn’t lay eggs on the tree like that and aphids give birth to live young.
