OP, I moved house and brought may be around 200 plants with me in various pots, buckets, broken bins, anything that could hold some soil really. It took two rounds of a mini truck because plants cant be stacked. I moved in July and by next march so in around 8 months, I prepared beds and mostly planted them out, but that was many months in winter where i didnt have to water or look after them. 2 years is a long time to keep them going. While a house is being built you wont have time to look after them. May be choose the ones you really love and cant easily get replaced.
I would agree with what @newbie77 says. It sounds as though you will have enough to be dealing with without having all the pots to worry about, especially if they are plants that can be easily obtained from garden centres or grown from seed. I can understand why you've done it, but if it's going to be over such a long period of time l think it's more trouble than it's worth. I would just keep anything that's unusual or has a particular memory or special person associated with it. I'd try and get it down to a maximum of 10 plants. Not easy l know
