Which is better for shrubs in hot weather - bare earth or shade from shallow rooted weeds?

Which is more likely to conserve moisture? I'm only considering the well- behaved weeds and overgrown geranium mac.
In London. Keen but lazy.

    My preference is leaf mould or composted bark....available at Garden centres.
    Keeps the moisture in the soil/stops the weeds.
    Worth every £££

    Me too. A thick layer of wood chip.
