Ornamental cherry tree being stripped

Has anyone had experience of an ornamental cherry tree being stripped before their eyes.  Can't see any caterpillers or pests of any kind but clearly the leaves are being munched.  Would love your advice what to do.  It's a lovely tree - about 16 years old at the start of our drive and would hate to lose it.

    Woodpigeons are a common culprit, they eat the blossom then the leaves and finally any fruit that forms.
