Hi there, these palms are not as hardy as other popular palms such as Trachycarpus fortunei and need to be kept under cover over winter.  To help your plant recover it will benefit from an organic feed such as blood fish and bone and may be repotting if it has become pot bound.  This care guide has some useful tips: Phoenix - Growing Guide - Burncoose Nurseries .  Hope this helps. (If you like palms and have space outside, I'd recommend the Trachycarpus referred to above - it's reliably hardy and grows quickly once settled.)
    Wirral. Sandy, free draining soil.
