No flowers on grape vine

I have one red and one white grape vine, now in their third year.  Roots are outside and vines are in the greenhouse.  Both have been pruned every year.  The white one produces flowers and grapes but the red one has not produced any flowers, just leafy growth.  Should I replace the red one or is there something I can do to encourage flowers?
