No flowers on Trachelospermum jasminoides

I’ve had 2 Trachelospermum jasminoides ( one variegated one not) for 3 years and although they have both grown neither have had any flowers yet. The variegated one may not be getting enough sun but the other is next to ceanothus and a rose which flourish. Any help much appreciated.

I have two, both in pots for 2 or 3 years and flowered well.  One was planted out last autumn and is sulking.  The long, cold winter and cold, dry April have made it unhappy I think but there are signs of some energy and new leaves now.

The other, still in its pot but more sheltered has plenty of new growth and some flowers so I'm assuming the delay in perking and flowering is driven by the seasons we've had and nothing more sinister.  Maybe that's all yours are worried about but I would give them an extra bucket of water twice a week for a week or three and then some liquid tomato feed to see if that helps.
