Laying turf where a layer of grit sand is

I have removed all my old pavers
They where loosely sat on grit sand, no cement.
I want to put turf down, about 20m², but the sand is deep in places, about 4 inches.

Can i mix soil into the sand and turf over it?

You could dig the sand into the soil below using a rotavator or similar, or add extra topsoil on top and then mix that in with the sand.  The latter may be better as the ground beneath the sand may be in pretty poor condition.
A trowel in the hand is worth a thousand lost under a bush.

The area is about 18m², so would 2 ton of topsoil be enough.
    And some extra fertilizser.

That sounds good and would give you about a 10cm layer.
