I think you need to supply a bit more info re the growing conditions, inside or out, pot or ground, weather conditions, rough location etc.
It will help people to offer some useful advice for you :)
  • Agh ok sorry.  Thanks. It's in a pot outside in sunny wales. It gets midday and afternoon sun. I've been using citrus soluble feeder but not used it through the winter.  It might be water related but leaves arent dropping

Citrus need 2 kinds of feed and need to be kept above freezing if poss.

They are evergreen which means they're always losing some leaves but should always be in leaf.  Winter feed is high in potash and potassium plus magnesium and trace elements to help make good flowers and fruits.  Summer feed is high in nitrogen for healthy foliage.

They prefer a slightly acidic soil so consider re-potting in John Innes no 3 ericaceous compost mixed with up to 20% ericaceous MPC for water retention.

Even here in western France I move mine to the polytunnel for winter and water occasionally when the compost feels dry.  Once night time temps get above about 8 to 10C they come outside and spend summer against a south facing house wall in full sun.

I have a Meyer lemon, a limquat, both flowering well and a yuzu that's just started flowering for the first time this spring.   I haven't had your problem with the foliage and can't find anything like it on the RHS citrus growing page so I'm assuming it's down to temperatures, feeding, watering and soil type.
