You can try Lonicera nitida. A fairly hardy hedge all-rounder that tolerates many diffrent conditions. It can be clipped quite short - in fact you'll need to clip it often if likes where its growing due to its vigourous nature but it will cover the fence quickly. Takes from cuttings easily too.
You beat me to it. I’ve got this in a bed bordering the pavement. It’s tough and evergreen but no thorns or sharp leaves. Quite a bright colour leaf too but no flowers.
another of my hedge plants is a variegated euonymus. Needs more regular pruning to keep it in shape but again evergreen with nice green & yellow leaves.
