Cotoneaster - brown branches covered with spider webs

Does anyone know what is wrong with my cotoneaster and what I can do to help it please? It has been quite happy previous years.
Some branches are brown and dead looking, although there are new green leaves starting to show. It is also covered in lots of spider webs which I don't remember in previous years.
