What is wrong with my rhubarb?

These are both the same variety and same soil, but one is clearly doing FAR better.  They were planted about 2mths ago and are in 55cm pots till my raised beds are made.  It did have a 2nd, small leaf, but it has died off. Any thoughts?

    Should I dig it up and plant it nearer the top?
