Yes you are right it's Lavatera, there are several varieties.

Another plant that might be is Alcea ficifolia… the Fig-leaved hollyhock aka Antwerp or Siberian hollyhock.
Sometimes included in mixtures of seeds for pollinators s/ bees etc.

More resistant to rust than more usually seen varieties.

There are so many varieties, for which I didn't realise, I'm going to have a job deciding on which ones to get for my garden.
