It's a herbaceous Peony of some variety, I think.
A trowel in the hand is worth a thousand lost under a bush.

Me either! This is a new garden to me so I'm hoping it will flower.

Is it a type of penstemon?
The ones I have don't start to flower until later in the summer.

Alstromeria?
Oxford. The City of Dreaming Spires.
And then my heart with pleasure fills,
