Pond in a barrel or old water tank

I have just watched a very interesting GW in which Nick Bailey  planted a mini-pond in an old, large barrel. I would love to do the same, with an old water tank . We have only one problem. Mosquitos. No, this is not UK. Is there any way I can keep the insect population low, without using environmentally unfriendly chemicals. Mosquitos are filthy insects that cause many diseases, There are a large number of small lakes nearby. It's not a threatened species. I just don't want them near the house.

Nice to see the weather in UK picking up.
Everyone likes butterflies. Nobody likes caterpillars.

    I'm wondering if some sort of water pump feature might help. I don't know about mosquitos but midges love stagnant water. Moving water less so. Hopefully others will know more.
