Are blackfly a problem? on ammi majus and everywhere else!

Many of my garden plants are full of small blackfly. My ammi majus is full of them including the developing flower heads.

I’ve tried spraying with Doff spray but I can’t see any improvement. I’ve tried hosing down with water but they are pretty resilient creatures and seem to cling on!
